Noah M. Price, age 27 of Eagan, MN
Anthony L. Wissmiller, age 69 of Dubuque, IA

Case Details:

On 03/01/2025 at 1957 hours, Douglas County Deputies responded to Interstate 94 for a driving complaint. The first caller reported a white Suburu driving dangerously near Mile Marker 115 going westbound. Dispatch received a second 911 call about the same vehicle still driving dangerously near Mile Marker 108. A Deputy observed the suspect vehicle traveling over 100 mph. Due to the extreme speed of the suspect, it took time for the Deputy to get close enough to attempt a stop. As the suspect vehicle was passing the Mile Marker 103 Exit, dispatch received several 911 calls of a crash occurring at the Mile Marker 103 Interstate ramp. It was reported a white vehicle was involved. Based on the information received it was thought the driving complaint was possibly the reason for the crash.
The Deputy attempted to conduct a traffic stop on the white Suburu west of Mile Marker 103. A short pursuit ensued before the driver came to a stop. The driver was identified as Noah M. Price. Price was arrested for several charges including driving while intoxicated.
As the pursuit occurred, several units responded to the crash scene. It was determined the crash was unrelated to the driving complaint and had almost simultaneously occurred as the driving complaint was passing near the location. This crash occurred on State Highway 29 N at the Interstate 94 westbound entrance ramp intersection.
Two vehicles were involved in the crash. Deputies learned one driver had fled the scene. A search was conducted and the fleeing driver, Anthony L. Wissmiller, was located by a Deputy north of the scene. Wissmiller was arrested for several charges including driving while intoxicated and criminal vehicular operation. There were two injured in the second vehicle. Both were taken to Alomere Hospital in Alexandria and are being treated for serious injuries. The victim names are being held pending notifications. The Sheriff's Office was assisted by the Minnesota State Patrol, Alexandria Police Department, and North Ambulance. These cases remain under investigation.
